The envelope is entitled: "In Harmony with Nature" and carries a picture of a Straw-necked Ibis taking flight at Lake Borrie, Werribee, Victoria, Australia. A seal marking the centenary of service by the (Melbourne and Metropolitan) Board of Works (MMBW) is also present. The envelope contains the Australian four stamp set of 1991 Water Birds featuring: Black-necked stork, Cape Barren Goose, Black Swan, and Chestnut Teal.
