Original editorial cartoon in ink and crayon on card for Chicago’s American, 1966, shows a grim-faced ‘UN’ dove inside a suit of armour, seemingly ready to do battle in ‘Rhodesia’, ‘Israel’ and ‘South Africa’. In 1966 the United Nations Security Council initiated economic sanctions against Ian Smith’s white minority government in (Southern) Rhodesia, also having declared Smith’s declaration of independence from Britain illegal in the previous year. Also in 1966 the UN General Assembly had passed a resolution ending South Africa’s mandate over its neighbour Namibia and calling for South Africa to leave the area (this would not happen for two more decades). In November 1966 the UN Security Council passed a resolution deploring the loss of life and heavy damage to property resulting from action by Israel in the southern Hebron and censuring Israel for this large-scale military action in violation of the United Nations Charter and the armistice agreement between Israel and Jordan. The United Nations is being criticised here because, although it was/is in principle able to use ‘armed force’, it has very rarely done so, usually going no further than condemnation and economic sanctions.
