Original editorial cartoon on hatched card in pen/brush and ink, published in the Omaha World Herald, 2001, shows Washington considering tax cuts in view of the ‘federal budget surplus’ of the Clinton presidency, while a ‘spending’ shark threatens the rubber dingy representing this surplus. The tax cuts implemented by the Bush administration in 2001 combined with public spending would result in the disappearance of projected federal budget surpluses in the years that followed.
