These stamps ere a local edition of the Financial Commissioner for the South East of the RSFSR. The sale was officially launched on 2 May 1922 With no approval of the People's Commissariat of Posts and Telecommunications of the USSR. The stamps were sold only at the post office in Rostov-on-Don, Novocherkassk, Nakhchivan and Millerowa. In addition to the ordinary rate a forced donation had to be paid: 2000 R for a registered letter, 4000 R for money transfer and 6000 R for a packet. Registered letters with the forced donation stamps were pasted from the teller usually with glue to the letter back and not stamped. In the vast majority of collectors present in hand canceled stamps are Gefälligkeitsabstempelungen from Rostov-on-Don. These brands were sold by the government of the RSFSR Philately trade.
