I have quite a few Russian special envelopes (such as 7182699), written on, covered with various stamps and provided with all kinds of special stamps.
The example you give ( #7182699 ) is not a special envelope, but a postal stationery. This means that the stamp is pre-printed on the envelope and is not stuck on it later.
When sending abroad, it sometimes happens that stamps are attached. In that case it is still a postal stationery and the extra stamps for LD do not count.

Sometimes these postal stationery are indeed stamped with a special stamp and the choice arises to present the item as a postal stationery or as a special envelope. If the unstamped postal stationery is already there, only add it as an occasional envelope.

We do not yet have a well-balanced system for issuance. In any case, it must start with the year of issue, which can often be found on the back. Strictly speaking, this is the date of printing. That is why it is even better to look for these in the Michel Ganszachen Catalog (they are indeed not in the regular catalogue) because sometimes envelopes are printed a year before issue.

Be careful not to place any duplicates, because these envelopes are quite difficult to find in the database. That doesn't change the fact that I also have about 100 that are not included, but that I haven't had time to scan yet.

As far as I know, Soviet envelopes do not have a serial number printed on them. So I'm curious what you mean by the envelope number.

In addition to postal stationery, there are also traditional occasional envelopes, but as far as I know these are much less common than those with a pre-printed stamp.
