Belgisch Congo

Belgian Congo was a country in Central Africa. In 1908, Belgium formally annexed the Congo Free State, an independent state ruled by the Belgian king, as the colony of Belgian Congo. From 1909, stamps were issued for Belgian Congo. In 1960, the Belgian colony became independent as the Republic of Congo.

A sore point regarding this area are the postage stamps (timbres taxe), period 1908-1923.
As postage stamps (TAXE) the current postage stamps were used, provided with an overprint stamp. According to the Gelli and Tani catalogue there are 9 types (see image).

A circular dated 18/12/1906 stated that insufficiently franked postal items had to be additionally provided with ordinary postage stamps for the amount of the penalty postage, on which the 'TAXE' or 'TAXES' stamp had to be placed.

There are 9 types of such stamps known for Congo, of which it is generally accepted that only 3 are genuine. The others may be forgeries, but there is no certainty or consensus on this.

The types are:
I = T
II = Boma (24 x 7.75 mm)
III = Matadi (27.75 x 8.25 mm)
IV = Banana (25 x 7 mm)
V = Sakania (28 x 8.25 mm)
VI = Sakania (25 x 9.25 mm)
VII = Bumba (16.25 x 6 mm)
VIII = Uele (20 x 4 mm)
IX = Elisabethville (20 x 8.75 mm)
(+ a type Ruanda-Urundi 1919-1924 (20 x 8.75 mm))

Type I, in general use until 1960, had a different purpose in principle. The T stamp was used in the 'departure office', with the amount of the penalty postage to be collected at the destination written next to it.
The suspicion of counterfeiting is based on the fact that there are quite a few stamps with postmarks type II to VIII, which also still have their original gum. This is not possible based on the guidelines. A circular of 29/02/1912 states: "The bureau distributeur sur les correspondances taxées des timbres-poste pour le montant de la taxe à percevoir; these timbres-poste are immediately cancelled on the average of the "taxes" grips. In short: first stick, then stamp.

The OBP and Yvert took the trouble to catalogue the tax stamps. Michel and Scott did not.

Belgisch-Congo was een land in Centraal-Afrika. In 1908 annexeerde België formeel de Congo-Vrijstaat, een onafhankelijke staat die door de Belgische koning werd geregeerd, als de kolonie Belgisch-Congo. Vanaf 1909 werden postzegels uitgegeven voor Belgisch-Congo. In 1960 werd de Belgische kolonie onafhankelijk als de Republiek Congo.

Een hekel punt mbt dit gebied zijn de portzegels (timbres taxe), periode 1908-1923.

Als portzegels (TAXE) werden de courante postzegels gebruikt, voorzien van een opdrukstempel. Volgens de Gelli en Tani cataloog zijn er 9 types (zie afbeelding).

In een circulaire van 18/12/1906 werd beschreven dat de onvoldoende gefrankeerde poststukken voor het bedrag van de strafport bijkomend van gewone postzegels dienden te worden voorzien, waarop de 'TAXE' of 'TAXES' stempel diende geplaatst te worden.

Er zijn voor Congo 9 types van dergelijke stempels gekend, waarvan algemeen wordt aangenomen dat er slechts 3 echt zijn. De anderen kunnen vervalsingen zijn, maar er is geen zekerheid noch concensus hierover.

De types zijn:

type I, algemeen in gebruik tot 1960, had in principe een ander doel. De T stempel werd gebruikt in het 'vertrekkantoor', met er naast geschreven het bedrag van de strafport die bij de bestemming diende geïnd te worden.

Het vermoeden van vals zijn is o.m. gebaseerd op de vaststelling dat er nogal wat postzegels zijn met stempels type II tem VIII, die ook nog hun originele gom hebben. Dat kan niet op basis van de richtlijnen. Een circulaire van 29/02/1912 beschrijft : "Le bureau distributeur applique sur les correspondances taxées des timbres-poste pour le montant de la taxe à percevoir ; ces timbres-poste sont immédiatement annulés au moyen de la griffe "taxes". Samengevat: eerst plakken, dan stempelen.

De OBP en Yvert hebben de moeite gedaan de takszegels te catalogeren. Michel en Scott niet.
