Scouting is a leisure activity founded in England in 1907 by Lord Robert Baden-Powell of Gilwell. The idea behind Scouting was and is to let the youth grow up through cooperation. Although Scouting was initially only intended for boys, girls were soon added. Today, about 38 million young people in 160 different countries play the game of Scouting.

In 1931 the first real scouting stamps were issued in Romania, although the first overprint was issued in Thailand as early as 1920. Most collectors actually recognize the stamps issued by BP in Mafeking in 1900 as the start of Scouting philately.

The collection area has been expanded in recent years, especially due to the Europe issue of 2007 on the 100th anniversary of the association.
