These are stamps that are cancelled before they are put into circulation in order to save time during the dispatch of larger parcels of mail. The stamp image can be the design of a standard postage stamp, to which the specific cancellation is applied afterwards, or a stamp image that has only been used for the 'pre-canceled' usage type.

These stamps were in principle only sold to senders with large quantities of mail. The postal services could then handle the mail more efficiently because the stamping could be skipped.

Precanceled postage stamps are or were widely used in Belgium, France, Luxembourg, the United States and Canada.

The determination of the 'condition' is as follows:
- Mint: the stamp has the original gum, without a hinge or any sign of hinge residue
- Unused: the stamp has the original gum, with sticker or sign of sticker residue
- Stamped: the stamp has no gum left, or partially has gum, or has dried up gum again

Belgium

In order to facilitate the work of the post, a number of stamps were pre-canceled from 1894 onwards. For this purpose, a roll stamp with the place name and the year was used. These stamps are called hand roll pre-cancels. The stamp could be applied in four different ways:
A. vertical text, readable from bottom to top
B. vertical text, readable from top to bottom
C. horizontal text, normally readable
D. horizontal text, normally upside down

In addition, from 1906 onwards, a typographic stamp was applied to complete stamp sheets in the Zegelwerkhuis in Mechelen. These typographic pre-cancels were first created for Brussels, later for a number of other large cities (Antwerp, Charleroi, Ghent, Leuven, Liège & Verviers).

From 1930 onwards, pre-cancellations were also created for the whole of Belgium and from 1938 onwards exclusively for the whole of Belgium.

Due to the devastation caused to the Stamp Printing Works in Mechelen during the First World War, it was not possible to produce typographic pre-cancels between 1915 and 1921.

Officially, hand roll pre-cancellations were abolished in 1930. However, up until 1938, there were still a few places that continued to produce hand roll pre-cancellations.
The use of typographic pre-stamps was discontinued at the end of 1986.

Canada

Around or after 1870, Canada started pre-cancelling postage stamps: initially, these were local initiatives inspired by what was done in the USA. It was not until the late 1880s that official permission was given to apply this concept nationwide.
In those early days, people usually printed a horizontal or vertical line pattern (called 'Bars').

Around 1903, they switched to printing the place name and province so that it was clear where the mail was sent from. In some cases, the postmark included the indication 'for third class matter only' (instead of the province).

After 1930, the place name was replaced by the numbers of the local post offices.

Eventually, they switched back to pre-cancelling with a pattern of parallel lines. The last issue of pre-cancellations, about a century after the start, dates from 1977 (flower series).

So for Canada there are three major groups of pre-cancels (with overlapping periods of use):
- Bars (without text)
- Bars with place name & province or 'for third class matter only'
- Office number between bars

The USA was probably the first country to start pre-cancelling postage stamps before 1870 to save time when sending larger packages of mail. At first, these were local initiatives without binding regulations: the postmasters sometimes simply used a signature or initials on the stamp themselves.

After a few years, guidelines were issued stating that stamps had to be pre-stamped with 'lines' (over the entire stamp) or 'bars' (shorter lines than the stamp image). However, the postmasters were free to choose: as a result, it also happened that people deviated from the guidelines and, for example, simply printed a letter (with or without a circle) or a star shape.

For all these early pre-cancellations, without an additional postal item, it is very difficult to determine where the pre-cancellation comes from and/or whether it really is a pre-cancellation!

It was not until 1911 that general permission was given to make and use precancels with imprints of the place name and state. These overprints were initially made only in local post offices, these stamps are usually called “locals” or “towns”.

From 1916 onwards, as larger quantities became necessary, pre-cancellations were made in the central office (Bureau of Engraving and Printing, Washington), these stamps were called “bureaus”.

Finally, from 1924 onwards, pre-cancels were created for general use (i.e. without an indication of the place name) and for special purposes (e.g. associations).
In 2007, permission to create local pre-cancellations was withdrawn.

Om het werk van de post te vergemakkelijken, werden vanaf 1894 een aantal postzegels voorafgestempeld. Hiervoor gebruikte men een rolstempel met de plaatsnaam en het jaar. Deze zegels worden handrolvoorafstempelingen genoemd. De stempel kon men op vier verschillende manieren aanbrengen:

A. verticaal staande tekst, leesbaar van onder naar boven

B. verticaal staande tekst, leesbaar van boven naar onder

C. horizontaal staande tekst, normaal leesbaar

D. horizontaal staande tekst, normaal kopstaand

Vanaf 1906 is men daarnaast begonnen met het typografisch aanbrengen van een stempel op volledige zegelvellen in het Zegelwerkhuis te Mechelen. Deze typografische voorafstempelingen werden eerst aangemaakt voor Brussel, later voor een aantal andere grote steden (Antwerpen, Charleroi, Gent, Leuven, Luik & Verviers).

Vanaf 1930 is men ook voorafstempelingen gaan aanmaken voor gans België en vanaf 1938 uitsluitend voor gans België.

Omwille van de verwoestingen aangericht in de Zegeldrukkerij te Mechelen tijdens de Eerste Wereldoorlog, kon men tussen 1915 en 1921 geen typografische voorafstempelingen aanmaken.

Officieel werden in 1930 de handrolvoorafstempelingen afgeschaft. Tot 1938 zijn er echter nog wel enkele plaatsen die verder handrolvoorafstempelingen aanmaakten.

Het gebruik van typografische voorafstempelingen heeft men eind 1986 stopgezet.

Opzoekingen: u kan in de catalogus, in een shop of in uw verzameling de Belgische handrolvoorafstempelingen eenvoudig opzoeken met HV gevolgd door de locatie: 'HV Charler' geeft u een mooi overzicht van alle Handrolvoorafstempelingen in de Lastdodo catalogus met 'CHARLEROI' of 'CHARLEROY' in de stempel (omdat dit stukje tekst is opgenomen in de uitgifte).

Canada

Rond of na 1870 is men in Canada gestart met het voorafstempelen van postzegels: in eerste instantie waren dat een lokale initiatieven geïnspireerd door hetgeen men in USA deed. Pas laat in de jaren 1880 heeft men officieel toelating gegeven om dit concept landelijk toe te passen.

In die beginperiode drukte men meestal een horizontaal of verticaal lijnpatroon af (‘Bars’ genoemd).

Rond 1903 is men overgeschakeld naar het afdrukken van plaatsnaam en provincie zodat het duidelijk was van waaruit de post werd verzonden. In sommige gevallen bevatte de stempel de indicatie ‘for third class matter only’ (ipv de provincie).

Na 1930 is men de plaatsnaam gaan vervangen door de nummers van de lokale postkantoren.

Uiteindelijk is men terug overgeschakeld naar het voorafstempelen met een patroon van evenwijdige lijnen. De laatste uitgifte van voorafstempelingen, ongeveer één eeuw na de start, dateert van 1977 (bloemenreeks).

Er zijn voor Canada dus drie grote groepen van voorafstempelingen (met overlappende periode van gebruik):

- Bars (zonder tekst)

- Bars met plaatsnaam & provincie of ‘for third class matter only’

Waarschijnlijk is men in de USA reeds voor 1870 als eerste land begonnen met het voorafstempelen van postzegels om tijd te besparen tijdens de verzending van grotere pakketten post. In eerste instantie waren dat lokale initiatieven zonder bindende voorschriften: de postmeesters gebruikten soms zelf gewoon een handtekening of paraaf op de zegel.

Na een aantal jaren kwamen er richtlijnen die aangaven dat men zegels moest voorafstempelen met ‘lines’ (over de volledige zegel) of ‘bars’ (kortere lijnen dan het zegelbeeld). De postmasters waren echter vrij om te kiezen: als resultaat gebeurde het ook dat men afweek van de richtlijn en bijvoorbeeld gewoon een letter (al dan niet in een cirkel) of een stervorm afdrukte.

Voor al deze vroege voorafstempelingen is het, zonder bijkomend poststuk, heel moeilijk te achterhalen van waar de voorafstempeling afkomstig is en/of het wel echt een voorafstempeling is!

Het is pas in 1911 dat men de algemene toelating gaf tot het aanmaken en gebruik van voorafstempelingen met afdruk van de plaatsnaam en staat. Deze opdrukken maakte men eerst enkel in de lokale postkantoren, deze zegels noemt men meestal “locals” of “towns”.

Vanaf 1916, wanneer men meer en meer grotere aantallen nodig had, is men voorafstempelingen gaan aanmaken in het centrale bureau (Bureau of Engraving and Printing, Washington), deze zegels noemt men “bureaus”.

Tenslotte is men vanaf 1924 voorafstempelingen gaan aanmaken voor algemeen gebruik (dus zonder aanduiding van de plaatsnaam) en voor speciale doeleinden (bv: verenigingen).

In 2007 heeft men de toelating ingetrokken om nog lokale voorafstempelingen aan te maken.
