Original editorial cartoon drawing done in ink and grease crayon on card for the St. Louis Post-Dispatch, 1940, shows two businessmen, one with ‘tax-exempt’ and one with ‘securities’ written on their chest, rather furtively remarking on the fact that the issue of abolishing tax-exempt securities was at that moment being discussed again. The US administration needed large amounts of money to finance its national defence program and rearmament (war had broken out in Europe). One of the many proposals for doing this was to abolish the tax exemption of such securities so that they would provide tax revenue. These securities consisted of federal and state bonds and obligations and it was commonly believed (not necessarily correctly) that rich Americans used the possession of large quantities of these bonds as a form of tax evasion (probably what is being referred to here). An attempt to abolish tax-exempt securities failed in September 1940, but as of March 1941 such securities did indeed become a thing of the past. Framed and matted for an overall size of 67 x 57 cm (26.5 x 22.5 inch), image size 46 x 38.5 cm. Caption bottom centre and signed in ink bottom right with a dedication to Henry Gerling dated 1940. In very good condition.
