Although the O may seem to have moved, I see no progression of the 1, and part of Scandinavia is missing.
And why is the inner edge so clear? Does the back have something like that?

Someone has knocked the silver core out of the gold ring and then knocked it back in. Nothing special about it unfortunately.
A die rotation occurs during the minting process, where the obverse and reverse of the coin are no longer 100% opposite each other.
