The block below contains stamp #6090167 (Soviet Union, 1938). The punch holes in the center pieces are not very well aligned and a punch has been skipped in two places.

The perforation is 12:12½. Since the corner holes do line up well, the first option is that this is stamp # 1539347 and a perforation with a defective comb (missing and bent punches).

There is also a second option. For non-postal use, these stamps have also been made available to foreign philatelists imperforated. It could be that a private person wanted to add value to these stamps by making a private perforation. Imperforated stamps are very scarce these days, so this is not very obvious.

Does anyone have an idea what is the most obvious? A perforation error or a private perforation? Or any other suggestions?

If it has a perforation error, is that an item for LD just like a plate error (there are more of these blocks on eBay) or does it not belong in the database?

Being neither a collector nor a specialist for the S.U.,I can only refere
to a note in Michel,what says:
From no.224 onwards very many stamps are part-perforated only.
These cannot be noted each by each.
