What if ... the compilation album is really in new condition, but only partially filled? Should it be labeled 'Fair condition, but empty or incomplete'?

If the compilation album is only partially filled, I would indeed mark it as "Fair condition, but empty or incomplete".

A collector will never judge a partially bound album as good or new (in my opinion), so fair condition is a good indication for such an incomplete album.

This way, as a collector, you can put the collection album on a wish list with a better condition (New condition, complete / Good condition, complete or Fair condition, complete) or look for the missing items that should be in the album.
When the compilation album is finally complete, you immediately get rid of the line "Fair condition, but empty or incomplete" because you then convert it to Mint condition / Good condition / Fair condition (delete what does not apply) complete.

replaced by

 -New condition, empty or incomplete
 -Good condition, empty or incomplete

As you say, an incomplete album is never perfect.
